Problem description: 

There is a impractical handling in using templates.
When opening templates the file editor every time open the same path, but does not remember the last opened path. That means using usertemplates you have every time to mouseclick  the folder "own templates"!

Thanks for your report.
Already reported (and fixed) as 'Bug 37593 - "File > New > Template" no longer remembers my last open folder'.
