I think it is a regression since I do not remember this bug from former LibO/OOo builds...

Please don't mark just on your gut feeling.

The regression keyword is a help for developers to make it easier to determine where the problem might be introduced. If you can name an older LibO version please add the regression keyword back and name the version.

I can confirm an inconsistency with "LibreOffice 3.5.2.2 German UI/Locale [Build-ID: 281b639-6baa1d3-ef66a77-d866f25-f36d45f] on German WIN7 Home Premium (64bit) and reporter's sample, <arrowdown> skips the hidden cells and steps directly to the next visible cell, <shift+arrowdown> walks through all hidden cells. Bug or feature? Currently I do not know.

Behavior was consistent in 3.3.0, but already inconsistent in 3.4.1RC1 (others not tested).

This one is a DUP of "Bug 45020 - [EDITING] selecting cells with Shift-Arrow with filtered rows/columns does not skip hidden rows/column", further dixcussion please there!

*** This bug has been marked as a duplicate of bug 45020 ***

"Behavior was consistent in 3.3.0, but already inconsistent in 3.4.1RC1 (others
not tested)."

--> Adding regression keyword.
