Writer documents that have been created with OO cannot be opened, instead I just get a unspecific read error.

When trying to put a form element, e.g. edit field into a document I cannot open the context menu item Control filed ... (German Kontrollfeld ...) also the fields cannot be saved.

I used the forms to create editable pdf forms.

Am I missing something or is this really a bug?

We need the document or a similar document to check. Marking as NEEDINFO, if you are still seeing the problem please attach a document so we can check it out. If you attach the document change status to UNCONFIRMED and I'll confirm it.
