Problem description: 

Steps to reproduce:
1. Open writer.
2. Create two level 1 headings with some text beneath each.
5. Open navigator, enable content view, press control button & try to drag headings.

Current behavior:
Nothing happens

Expected behavior:
Headings are rearranged accordingly.

Platform (if different from the browser): Win7 64 bit

Confirmed with:
LO 3.6.3.1 
Build ID: f8fce0b
Windows 7 Professional SP1 64 bit

Headings are rearranged along with text.

"To move only the selected heading and not the text associated with the heading, hold down Ctrl, and then click the Promote or Demote icon." - this tip from manual doesn't work.

I cannot confirm your bug with LO Version: 4.1.0.1 Build ID: 1b3956717a60d6ac35b133d7b0a0f5eb55e9155 under Debian Testing AMD64 ... :( Would you be so kind to test it with a newer version of LO than 3.5.3, please? Does your bug occur there as well? If not, it would be kind, if you can close this bug ... ;)

P.S: To move a heading in Navigator, I can also use only the left mouse button ... ;)
