You are probably referring to some extensions/bundled/registry/com.sun.star.comp.deployment.configuration.PackageRegistryBackend/*.tmp/Paths.xcu in the user profile?  That is a (slightly processed) copy of <http://cgit.freedesktop.org/libreoffice/core/tree/swext/mediawiki/src/registry/data/org/openoffice/Office/Paths.xcu?id=libreoffice-3.5.4.1>.

Yes, I have 2 files with that name in
C:\Users\user\AppData\Roaming\LibreOffice\3\user\extensions\bundled\registry\com.sun.star.comp.deployment.configuration.PackageRegistryBackend\lu5thqh.tmp

C:\Users\user\AppData\Roaming\LibreOffice\3\user\extensions\bundled\registry\com.sun.star.comp.deployment.configuration.PackageRegistryBackend\lu5mowz.tmp

Only first one has that heading text.

Also some other .xcu in that area contain such a heading with ban from modifying header. What ever tht might mean.

the license header has been re-base and thereby "re-branded" in 4.0 now so this should be fixed.
