Problem description: 

When cells in a table column are merged with the top row cell, the lower borderline of the unified cell is displaced.

Steps to reproduce:
1. Create new document in writer, insert new table, e.g. 2 rows, 3 columns
2. increase table borderline size for good visibility to 9 pt
3. merge the two cells in the middle

Current behavior:
lower borderline will be displaced

Expected behavior:
lower borderline of all cells should be aligned

This behaviour can also be reproduced with 3.4.6.
