@Sergejs Ušakovs
Unfortunately your step by step instruction ends where it becomes interesting. "Open any help Topics" is not useful I can't see whether LOCALHELP doesn't work at all or whether it appears, but then all links lead to WIKIHELP. Please contribute a detailled example and modify Summary line if necessary

If possible: can you check what happens after you have activated JRE6?

First, I would like to report, that the problem has been resolved - I changed UI language from English US to English GB.

Now I can see all built-in help info via F1 or any occasion when I see "Help" button, like going Tools-Options.

I see, that on download of LOO it says on the website that EN-GB version is going top be downloaded, meaning obviously,m that upon start EN_GB will be set as UI language - but as I mentioned it was set as EN US. Is it bug? should be changed? As laymen will not understand why they sent to browser help instead of built-in help, if both LOO and built-in help modules are declared on website as being EN-GB.

I think this issue is resolved.

Then I still think that having UI language by default EN US is wrong, as otherwise default built in help, that is EN GB, will not work without reconfiguration to UI language EN GB - normally all defaults installed - both LOO and help module should work well upon installation.
I filed bug https://bugs.freedesktop.org/show_bug.cgi?id=52172 on this, although I am not sure whether i correctly mentioned which part of LOO this bug belongs

Currently there i no indication at all for a "JRE7 disables LOCLAHELP" problem, so INVALID.
