1.  Using LO Writer 3.5.5.3, paste a bitmap into a document.  
2.  Right-click the bitmap and choose Picture... > Type.  Verify the width & height of the bitmap.  I used a width of 4.50 inches, height of 0.70 inches.  
3.  Save the document in MSWord 97/2000/XP/2003 .doc format.  
4.  Open the document in LO Writer 3.6.0.4.  
5.  Repeat step 2.  Issue:  I found that the width was 4.49 inches, the height was 0.69 inches instead of what had been present in step 2.  

As a workaround, the width & height can then be corrected manually in LO 3.6, since on subsequent load/save cycles, LO 3.6 keeps the correct 4.50/0.70-inch dimensions.  

To be clear:  This issue causes a grand total of (1) least-significant digit of error in width & height, only once on upgrade from LO 3.5 to 3.6.

Can not reproduce this behavior using Linux Mint 15 x64.

Saving a bmp image embedded in a .doc file using LibreOffice 3.5.0 alpha.
Opening same doc using 3.6.6 , 4.0.3, 4.1.0 beta1 and 4.2.0 master. All same sizes.

marking it as RESOLVED WORKSFORME, unless reporter can provide a document which he still can reproduce this issue?
