In writer, if you select a text (mouse click+drag), the (text) cursor 
flickers a lot while doing that. Does not happen with older releases (I don't know from which exact release is the regression - but I have a very old OOo 3.2 and doesn't happen there)

Steps:
a) Use mouse click + drag to select a block of text
b) while moving the mouse to select, the text cursor flickers too much

[fyi: This flicker is also seen when you single click on the text to change the text cursor position]

I can confirm this bug for LibreOffice 4.0 beta 1:

When selecting a piece of text by left-clicking on the text, the cursor starts to "flicker" because to the regular cursor blink and additional blink is added at the moment you press the left mouse button.

With the update to Libre Office 4.1.2 this issue got fixed for me.

When changing the position of the cursor or entering a new line the cursor now starts with a "new full blink cycle", eliminating the cursor flickering that occurred before.

Worksforme per comment 3. Also confirm not reproducible with LO 4.0.6.2 (Win7 32bit)
