Steps how to reproduce:
1. After you added missing dll due to [Bug 54327] launch LibO and
   in Menu 'Tools -> Options -> LibO -> General' uncheck "Use LibO file Dialog"
2. In Start Center menu 'File -> Open'
   Expected: Filo Open dialog appears
   Actual: Nothing

The MinGW port is dead, there is no need for that any more - our normal Windows
build became pretty reliable & easy to set up in the meantime.
