Problem description: 

Steps to reproduce:
1. copy text from open document, e.g. PDF
2. create new note for cell
3. paste option doesn't appear, ctrl-v doesn't paste

Current behavior:
Works when XLS (don't know if this behavior happens with native file format) first opened.  Workaround - drag & drop method works ok.  Cut & paste into libreoffice text document works ok.  This problem has existed for a long time.

Verified closing XLS, then reopening, cut & paste option appear.

No associated windows event messages.

Checked with:
LO 4.0.1.2
Build ID: own W7 debug build
Windows 7 Professional SP1 64 bit

Could not reproduce. Paste of text from PDF into new comment works as expected.

not reproducible with LO 4.1.4.2 (Win7 Home, 64bit)

Can you still confirm this issue with the latest release of LO?
Can anybody else confirm this issue?
Otherwise, I would propose to close this issue.
