Bug-triggering document

How to reproduce bug:
1- Open attached document
2- Hit F11 to open Styles and Formatting window
3- Highlight the 'A' in page 3 and switch its Paragragh style between 'Default' and 'Heading 1'

Behaviour:
When A is in 'Heading 1' style, the second figure caption numbering is reset to 1 (making it so there is 2 'Figure 1') while when A is in 'Default' style, the numbering is '2' as expected.

Alright, now that I have discovered the outline numbering menu, I am able to fix this by numbering by chapters (see below for links on how to do that).
Nevertheless, I don't think the current behaviour is desirable, numbering should be continuous, unless outline numbering is set (by default, numbering is set to 'none' for all 'Heading x' styles). That would fit every use case I believe.
