I would like to see limit lines added to Chart.

These would show maximum and/or minimum limits for good and bad data.

Example: Y axis is labeled from 0 to 200 with 3 data sets.

I would like to add a minimum line at 60 and maximum lines at 99 and 199.  The line can be any color.

If this is already possible, let me know how to do it.

Is this what you mean:
Double-click chart > right-click Y Axis > Format Axis > 
- Scale > uncheck 'Automatic' on Minimum & Maximum parts >  set the values
- Line > Color
