It seems to me, you have copied a bug from OpenOffice:

Up to 3.6 version, SVG-Support was poor by Transformation into PNG.
By now, it es a lot better, you have real vectors displayed(, but you 
can't save them again as SVG).

BUT: You have implemented a bug,
that ist already fixed in the OpenOffice Nightly Builds:
Mr. Le Grand fixed this bug: (alg, 119198 für trunk Revision 1373472).

The problem is: SVG strokes have always width 1/wrong width after PDF-Export.

I can reproduce using 'how to reproduce' steps of https://issues.apache.org/ooo/show_bug.cgi?id=119198

Having the same problem in
Portable version 4.0.1.2 (Build ID: 84102822e3d61eb989ddd325abf1ac077904985)
We have used the same svg logo for quite a while now and since 4.x the stroke width is wrong. Regular printing and PDF-driver printing work still fine though.

Not reproducible on LO 4.0.4.2 (Win7 32bit). I think it's been fixed before
