Steps to reproduce:
1. install local help (English-GB)
2. ensure LibODev user interface language is set to English GB

Current behavior: there are placeholders where the icons (e.g. the red explanation mark symbol) should be

Expected behavior: the symbols/pictures appear, as they do with online help

RC1 seem to work

I've tried with LiBo 4.0.0 RC1 under XP, installed as EN_UK, and seems to work here. I close this bug, if the reporter can test with RC1 and thinks is still open, I will reopen
