Problem description: 
Old problem from version 3.6!

After changing the user specific function key design within the menu still appears the old (default) allocation

Changing to version 3.6 as Version reflects the oldest version that displayed the problem and you said it's been around ta least since 3.6

Not a BASIC (macros) issue. Changing to UI.

On pc Debian x86-64 with 4.1 sources 2 weeks ago, I don't reproduce this.
As it seems ok, I put it WFM.

Don't hesitate to reopen this tracker if you can reproduce this with last LO stable versions 4.1.4 or 4.2.0.4.
