When I copy select header and paste it a few lines bellow if increase the font. But if I copy with previous line, after paste it is the same font.

Thanks for reporting (and for you created demonstration!)

I can confirm this with the test document you attached; But I can't reproduce it by creating it by myself.

Tested with Mac OSX 10.8.2 and LibreOffice Version 4.1.0.0.alpha0+ (Build ID: 53e28cba18bfc1210f119c899e7559e70de360a)
TinderBox: MacOSX-Intel@1-built_no-moz_on_10.6.8, Branch:master, Time: 2013-01-28_23:42:44

@Bug reporter: is it possible for you to install a more recent version of LibreOffice (3.6.5.2 or 4.0.0) and try to reproduce this behavior from scratch?

You can download 4.0.0 here: http://www.libreoffice.org/download
and if you select the correct language you can find 3.6.5.2 here: http://www.libreoffice.org/download/?type=win-x86

I have now tested on version 3.6.5.2 (Build ID: 5b93205)
The problem persist. I will get back to you when I will do the test on 4.X version.

Same problem in 4.0.1.2 also, but only editing the writer file attached above. When I create new, similar file, it works fine. Has been something changed with odt format ?

So if I understand it correctly: you can reproduce same behavior using LibreOffice 3.6.5.2 (Comment 4), even when you create a new file from scratch. But when you try using LibreOffice 4.0.1.2, you can't reproduce anymore from scratch, (but still with the test file)?

Good question. I really don't know. I know a new feature in LibreOffice is "Allow different header and footer on the first page without using a separate page style." (http://www.libreoffice.org/download/4-0-new-features-and-fixes/) ...

I can not reproduce the problem if I create new file from scratch in both version (3.6.5.2 and 4.0.1.2). But, if I try with test file attached above in 3.6.5.2 or 4.0.1.2, formatting does not look ok. Odd.

I don't know what exactly is the issue here, but since it works fine from scratch in new version, this issue can be closed as fare am I concerned.
