Confirmed on version 3.6.3.2 (Build ID: 58f22d5) running on Windows 7, and I recall seeing this in older versions as well. I think this is by design, but it does make the progress bar less usable. Thanks for reporting and reproducing. I also can confirm this behavior using Linux Mint 14 x64 and LibreOffice 4.0.0.3rc3. Therefore I mark this as NEW. @Mikko: I see you also reproduced this behavior, therefore you can mark this as NEW as well :-).
