Since 3.7. there was, what I see as a regression: dictionaries only Englishes', Frenches' and Spanishes' as well as local setting spelling dictionaries are available, not ca.30 languages as it was during last year.

Any operation with Tools-Language that leads to scrolling through languages list, shows this.

I hope it was not purposeful effort to save few MB of installation file on account of major inconvenience for users using anything ebyond the languages I mentioned above.

Language packs are no longer used on Windows as they have been merged into the installer.
The list of default dictionaries are defined by your International settings.
