In Writer, when you insert a picture, and rigth click -> Picture in the type tab, check Keep ratio and press OK. The image still can be resized in the centers. The user has reported from version 4.0.0.3, but I've reproduced in version 4.1.0.0.

you mean you can still resize the picture in a non-aspect-preserving
way by dragging the green squares at the corners?

that is indeed the case, and has been in every version i checked
back to OOo 3.0.1 => not a regression

The option "keep ratio" is no property of the picture, but are setting for the dialog. With check "keep ratio" the height is automatically adapted, when you enter a new value for width and vs.

If you want do keep ratio when dragging with the mouse, hold down the shift key while dragging.

The feature request for keeping ratio when dragging the corner handle is in bug 47579.
