Maybe the problem depends on yet some other settings (printer driver ...) but I can achieve the desired result with 4.0.2.2 by setting the border line width to a value between 2 and 4 pt. So I'm setting the Status to WORKSFORME. Please feel free to reopen the bug if you have a better solution in mind. Be aware of bug #55266, so only reopen this one if it focuses a different aspect. Screenshot shows double-line borders with different line width settings combined with a single line border in one cell. For comparison, double underscore (Format > Character > Font Effects > Underlining: Double) is shown in right cell.
