in V 4.0.0 conditional formatting does not work.
Existing calc files work, but creating conditional formatting works not.

Can you be a bit more detailed?

I need more information what you are doing. Best is a step-by-step instruction that explains in detail what you are doing and where you see the error.

Reason for my reported bug was a wrong installation. 
Sorry. No bug after correct install.
