Problem description: Download the file of Bug 61763, mentioned in the description (direct link = http://www.europass.si/files/userfiles/europass/dokumenti/Europass%20CV%20nov.doc )
File has a Section Break (Next Page) at the bottom of Page 1

Steps to reproduce:
1. Open that file in LibreOffice
2. Format -> Sections...

Current behavior: "Sections..." is grayed out, can not edit Section Break.

Expected behavior: Should be able to edit Section Break

I cannot reproduce this with LO 4. When opening that file I can go to Format > Sections just fine. It is not grayed out for me.

Setting to INVALID.
