There is a way the formation of a cell can't be changed anymore. Here are the steps to reproduce:

1. Open a new Calc document.
2. Write in the cell A1 "-1" (without double quotes).
3. Calculate the cell B1 with "=A1".
4. Format B1 with "#,##0.00;[RED]-#,##0.00".
5. Save the document and close it.
6. Open the document.
6.1. Here is already a minor bug: The content of cell B1 hasn't a red font anymore.
7. Format B1 as General.
8. The cell contains now "-1.00" but it should contain just "-1".

I can reproduce your behavior, except this one:

I got a formatting "-1.0000", but it still isn't correct. It seems like this is a duplicate of Bug 60215
