I can't get 'EB Garamond 12' (or 'EB Garamond 08') to display caps-high variant of numbers ('EB Garamond 12:lnum=1') or mono-width numbers ('EB Garamond 12:tnum=1').

Installing either the TTF or OTF fontfile makes no difference.
Libreoffice is either 4.0.1.2 or 3.6.5.2.

The variants themselves work (W*pedia's cross-stemmed W -- 'Linux Libertine G:ss05=1'), with LibO's packaged TTF fontfile for 'Linux Libertine G'.

I've noticed that 'EB Garamond 12' has styles named '12 Regular' and '12 Italic'. Might this be the cause of the problem?

Unfortunately, you’re comparing apples with oranges. LinLibertineG uses a different technique called “Graphite” for its features. This has been implemented long ago in OpenOffice.
EB Garamond uses opentype features that have been implemented in LO only with v4 series. It’s still lacking an interface to activate optional features.
