Start Writer. Start a new page of mailing labels such as Avery 5161 (5162, 5163).  Create one label.  Copy it into another column.  Save the page.  Close Libre Office.  Reopen the page.  Then the labels are in a single column and there is nothing the user can do.

I have to create each page of labels and print it in a one-off fashion because I can't use that page again.  The problem was there in LO 3.5.

dhm - with the steps provided I am unable to reproduce this problem.

Ubuntu 13.04 
LibreOffice 4.1.1.2 release

If you still experience this problem with 4.1+ please set the bug to UNCONFIRMED and provide clear steps:

also please provide a test document (up to whatever step you can get to) where we can test with a file you provide.

Also updated version to 3.5 as you said the problem existed with 3.5. Our version field is the oldest version you've seen the problem, not the latest that you have tested on (we leave versions tested in comments)
