Works with Ctrl+Click. (with 4.1.0.0.alpha0+
Build ID: fa72fc3eddbfabb82193452a4ba993b11d1584d
TinderBox: Win-x86@6, Branch:master, Time: 2013-04-18_23:11:53)
since I don't have 4.0.3.1 RC.

Look at Tools > Options > LibreOffice > Security.
Uncheck "Ctrl+Click required to follow hyperlink" and test again.
It should works with a single click.

Effect is reproducible] with reporter's sample document and server installation of "LibO 4.0.3.1 rc - German UI / German Locale [Build ID: a67943cd4d125208f4ea7fa29439551825cfb39)]" {tinderbox: @6, pull time 2013-04-16 15:00(?)} on German WIN7 Home Premium (64bit) with newly created own user profile. Same with own documents and for links to the web,

Still worked fine with server installation of "LibO 4.0.2.2 - German UI / German Locale [Build ID: 4c82dcdd6efcd48b1d8bba66bfe1989deee49c3)]" {tinderbox: @6, pull time 2013-03-26 12:00(?)} on German WIN7 Home Premium (64bit) with newly created own user profile

GerardF's suspet is plausible, the reason for reporter's problem might be the fix for "Bug 51296 - UI: Calc doesn't take care of security setting "Ctrl-click required to follow hyperlinks"" in 4.0.3, so that now a setting what was without any effect for a long time now blocks links as intended

@klausk:
Please feel free to reopen this Bug if you find out that the reasons of your problem are different to our expectation.
