Problem description: 

Steps to reproduce:
1. ....Make list for outline
2. ....Format
3. ....Use any format with roman numerals

Current behavior:  Any topic behind the roman numeral III is tabbed back and is more right than any other numeral topic

Expected behavior: They should all be the same distance behind the roman numeral
