Conditional formatting is not copied with either paste or paste special. The reference to the format style seems to be lost but, if you re-format at least one of the copied cells by re-creating the style, all other cells using that style get formatted.

if you wanna help us reproducing the bug (and hopefully fix it) it would be better to upload here a test file.
