I'm helping someone who wants to develop tools for Puinave and filing this but on his behalf. his main priority right now is simply getting the locale added so they can develop proofing tools etc.

Code is: pui-CO (Colombia)

I will work with him on a locale dataset too.

Sorry, forgot, language is written in Latin alphabet, LTR

Eike Rathke committed a patch related to this issue.
It has been pushed to "master":
