Problem description: When I edit a report in Base (Oracle Report Builder) the menu items in my german version are partly in english. I testet only 4.1.5 and 4.2.1 under XP. In version 4.0.6.2 all items in german.

Could be this is a duplicate of Bug67112 ?
You have tested 4.1.5 as the first version the bug appears. The first version hast to be named in "Version" - so the reason for the bug could better be found.

Bug 67112 has the first version it happens 4.1.0.3.

So I will mark this bug as a duplicate. Seems there is something broken in the link to the translation-tool.
