The menu in Libreoffice are inactive, greyed. All applications. Ocuured in Ubuntu 12.10/Libreoff 4.3.1 after update at 2013.01. Applications works only with shortcut commands or rightclicks.

Current stable version in 4.1 branch is 4.1.5. I do not have such a problem with the current generic Linux version under Ubuntu.
You are probably using the version provided by your distribution, so I suggest you to do the following:
1/ check if the problem remains with a clean fresh LO user profile: https://wiki.documentfoundation.org/Faq/General/110
2/ report the problem on the Ubuntu bug tracker: https://bugs.launchpad.net/ubuntu/+source/libreoffice
3/ check if you have the same problem with the generic Linux version

Removed aplication menu from Unity menu and problem resolved. Removed by the script, provided by someone, which I cannot recall now.
Cannot comment on status of this bug now, it is unknown.
