I suppose this is not a bug in the real bugzilla sense but still a buggy-human error.
On the http://www.libreoffice.org/get-help/feedback/ page the options "Create a bug report" and "File an enhancement request" both redirect to the https://www.libreoffice.org/get-help/bug/ page.

As far I can see it do now redirect to either http://www.libreoffice.org/get-help/bug/ or http://www.libreoffice.org/get-help/bug/?enhancement=yes
