Problem description: double line borders do not seem to work at all. They show up as single lines.

Steps to reproduce:
1. add page border; using double lines do not work. add table border; double lines do not work.
2. add "none" border to table prevents table from further border customization, such as double lines or color changes.
3. ....

Thanks for your report.
Reading that, I guess that it's best to first ask for user-support. For example there is a group of users with a great variety of skills that can offer help with questions:

If you are sure that there is no problem with e.g. resolution or use of the functions, and that there is a bug or a need for a serious enhancement, pls reopen this issue and give a sample editable document with a clear step by step description.

Borders do not always work properly. For example, create a table and increase border thickness. It does not work(nothing happens). Try using the double lines, where one side is thicker than the other; they both show up as equally thick lines. The bugs are there.

Apart from visual effects, I kindly ask to look at the daily builds for 4.3.
There has been a lot of rework recently to improve borders/interoperability. I'm not sure if that landed in 4.2 already.
