Please verify you have set up properly the Character set and Language in Import window.
Attached an screenshot to see how it works for me.
By the way, the file seems to have personal information from third persons, please avoid it, all comments and files here are public. but with ms excel, I don't configure nothing, opened the file automaticly I don't know I have not excel, but It is how LibreOffice works.
