Toolbars serve as quick access to frequently used functions. Examples are add/delete for rows and columns. The sidebar, however, is mainly used for properties. That could be the cell background, border etc. Right now both is merged into the toolbar. Your enhancement proposal makes perfect sense but was filed before in bug 95279 with a possible solution.
