1. In Writer, File → Templates → Manage → Documents tab → My Templates → Import.
2. Select test_template_properties.ott and Open.
3. Select test_template_properties and click on Properties.
Result:
The left pane with the Title, Date, etc. does not have a scrollbar.  It is possible to hold the mouse and drag to scroll down.

4.3.7.2 has a scrollbar.

The right pane preview also does not have a scrollbar but I am unsure if there ever was one.  It is possible to use the mouse wheel to scroll.

& Windows 7 Home Premium
LO 5.0.0.3 Build ID: f79b5ba13f5e6cbad23f8038060e556217e66632
Ctrl+A allows to see the whole text in Properties.

I also find a scrollbar in LO 4.3.7.2

This issue comes with 
LO 4.4.0.0.beta1 Build ID: 9af3d21234aa89dac653c0bd76648188cdeb683e
I have a crash when calling Properties.
A crash also but I can see that scrollbar is missing with 
LO 4.4.0.1 Build ID: b5ac74bf8683a92078a2bc8aff97d4b436af63cb
