Google Docs ODS export is buggy.
The cell annotations are exported like this:

The problem is svg:width=0.01mm attribute. It renders the annotation unviewable and uneditable. Your only hope is to delete it from ODS and write over again.

Does Calc need such precise control over annotation sizes? 0.01mm is less than 1 character width.

So it's Google doc's bug or bug in LO? If google's export is wrong, then should  be this bug closed as "notourbug".

yes we do need such precise annotation and asking us to be less precise because Google Export is....wonky...makes no sense. Closing as NOTABUG.
