I'd like to have Rhaeto-Romanic (=Romansh) added,
LCID is 0417,
ISO 639-1 is rm,
country ISO 3166 is CH (Switzerland)

It is already in the language list. If you want it to be available as a default language and for number formatting we'd need locale data for it. See https://wiki.documentfoundation.org/LibreOffice_Localization_Guide/How_To_Submit_New_Locale_Data
