I wanted to draw a rectangular border around the first word of a bullet point, but the left border was not rendered. When I inserted an unformatted space between bullet point and the first word, then the left border was drawn. 

The attached bugdoc shows this example, and another one: when the whole bullet point line is selected and character border is added, then the left border is drawn around the bullet point, which is unexpected, because bullet point is not part of the selection.

Confirmed present in LO 5.3.5 on Ubuntu 16.04/Linux x86-64.
