I can’t reproduce this issue in Ubuntu 16.04 (using GTK+ 3.18): for me, the Adwaita theme correctly draws its blue underline below the active tab. Interesting. I am on opensuse with Gtk 3.20 Same problem for me on Arch. Using adwaita theme on gnome 3.20.1 (gtk3 3.20.3-1).
