Steps to reproduce:
1) Open Page Format Dialog and go to Header Tab.
2) Set Header and uncheck either/both of "Same content first page" and "Same content left/right".
3) Set margins & spacings (or leave as is).
4) Press OK. You should get header of specified margins and spacing
5) Reopen the Format Dialog and go into Header Tab.
6) Change the margins and spacings.
7) Press OK.

The new margins are not set on the First Page, and the Left Side Pages. They are only set the first time.

I've just wanted to fill this one for footers...

Repro in 6.3.6, 6.4.4 and 7.0.0beta1.

4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
