The START position of the text appears to rotate as you change the angle of rotation, but text always remains horizontal (0 degrees).

TEST - type a word into a cell. Right click on the cell, select "Format Cells" -> Alignment - Text Orientation -> 90 Degrees (or any other), any reference edge, any Horizontal and Vertical Alignment, click OK. The text is always horizontal.

No problem here.

Did you try with 5.1.x?

Set to NEEDINFO.
Change back to UNCONFIRMED after you have provided the information.
