The attached file cannot open due to the maximum number of characters per cell, can, the parsing be re-designed?

What I would like is to be able to read the file, translate the file and maybe make charts out of it to start with.

The file is currently unreadable and as I try to upload it here it causes timeouts with your bug logging system.
