Reproduced in Windows 7, even with 3.3.0 version. Reducing importance, since it doesn't affect ability to do high quality work.

The issue here is: Behind the fact that the view jumps or does not jump, the caret is moving to the text line where the user does the right click with the mouse (or to the last line of the page if the user clicks in an area where no text lines are available). If the whole page is filled with paragraphs and the caret (blinking text cursor) is on a part of the page that is out of the current view, then a context menu appears and the view isn't jumping. But the caret is moving to the line where the user does the right click. If the last text lines is somewhere in the page (or there is only a single line at the top of the page) and the user scrolls down so that the caret isn't in the view anymore, then a right-click make the view jumping towards the last text line. The caret isn't visible then due to the open context menu. But you can see the caret if clicking on the title bar of the Writer window. then you can see that the caret also has jumped to the last text line together with the view.) As the image is attached to first paragraph etc.. But of course.. there is a possibility that's defined by different area in the code
