So I upgraded from my mint 17.3 OS to mint 18 and presumably I got a new version of libreoffice as well. 
Since I did not have this problem in my old install, I think this is a bug in the new version of libreoffice which was shipped with mint 18.

Previously when I wanted to import external(http) CSV data into my spreadsheet I went to 'insert sheet from file' and inserted the http link into the dialog box.
Now when I try to do the same, I get an error, see attachment.

For this example I used csv data located at:
http://www.ibm.com/support/knowledgecenter/en/SVU13_7.2.1/com.ibm.ismsaas.doc/reference/CIsImportMinimumSample.csv?view=kc

I tried different sources for csv data, but they all behave the same.

I get the linked data, but it takes long until the data arrived and I get the import dialog.
I use Version: 5.3.0.0.alpha0+

I have got Seamonkey as default browser.

Please get the data via browser to see, whether the data arrived at all.

I have no problem downloading the CSV data through a browser (chromium)

Could you download a version from the libreoffice site, install and see if you still got problems ?!

Very strange.
I went to a mint 17.3 laptop and tried the same with libreoffice calc 5.0.4.2 and 5.0.3.2 and both are not able to import external CSV data from http://www.ibm.com/support/knowledgecenter/en/SVU13_7.2.1/com.ibm.ismsaas.doc/reference/CIsImportMinimumSample.csv?view=kc (example)

Either I did something completely different in the past to make it work or something else has changed among different versions of linux mint.

If the latter, I suspect 'nemo' file manager.

I did further testing and came to the conclusion that the links I used before changed so that libreoffice calc is not able to import that csv format anymore, while a browser is still able to download the csv data.


Libreoffice calc 5.1.4.2, goto:
Sheet -> Insert sheet from file...(press pencil icon if no location field is visible) -> location:

Fill in:
http://www.ibm.com/support/knowledgecenter/en/SVU13_7.2.1/com.ibm.ismsaas.doc/reference/CIsImportMinimumSample.csv?view=kc

Press 'open'

Result: an error.

But, it works if you fill in:
http://www.ibm.com/support/knowledgecenter/en/SVU13_7.2.1/com.ibm.ismsaas.doc/reference/CIsImportMinimumSample.csv
(without question mark and view=kc)

Now I have some dynamically created csv files with a question mark which I cannot alter so that it imports without error.

Maybe it's not used by many people, but when a browser *is* able to download the csv, but LO calc is not, I think it's a bug.

If you use Insert from file, you get a file open dialog. I have set LibreOffice to use the dialog of the operating system, Windows 7 in my case. It work for me. Which dialog do you use? Have you tried to use the other kind?

Cinnamon version 3.0.7
Linux Kernel 4.4.0-31-generic

Like I said before, I already suspect the filemanager to be the suspect, in my case 'nemo 3.0.6'.

Hooray! Thank you Regina!
When I went to Tools -> options -> general and checked 'use libreoffice dialogs' I was able to import the CSV file!

So, indeed it's a shortcoming/bug in nemo filemanager and this solved my problem.
