BASE not available / does not open under LINUX Mint 17.3 Cinnamon.
 
How to rectify / enable.?

@Alan : you need to install it specifically, it is not installed by default with apt on Ubuntu and derivative.

Not a LibreOffice bug, but distrib packaging choice.

I have LO Base on my home LM17.3 machine and it works.

I also have Base (LO 5142) on my LM18 Sarah work machine which also works.
