As this string is translated in French UI in version 5.2.3.0+, I can confirm that this string is translatable. This means that the translation is only unfinished for your language. Closing as WorksForMe. Best regards. JBF
Indeed this seemed to be not translation bug, but migration issue: there where long time while using same configuration and upgrading/downgrading LibreOffice. Removing all configuration and doing fresh install helped in similar cases, where translations existed in Pootle, but not appeared in installation (though I no longer see "Manage changes" section in sidebar at all now)
to see the Manage changes tab in the sidebar, you need to activate experimental features. See menu Tools > Options > LibreOffice > Advanced Best regards. JBF
