After opening a .odt file, type F11 opened the navigator panel instead of The Styles and formatting panel. It is the same when clicking on the Styles button on the right panel. After some tries with the menus, the right behaviour came back again and the Styles and formatting panel was again opened with F11 or clicking on its button. This behaviour is not reproducible but another user from QA french group had seen the same behaviour with a downloaded ODT file (MS Windows) that would be reproducible. The first file had several tens pages with pictures. I do not know if it is important and was with Linux Debian 8.
It seems to almost always occurs with odt files and not with the templates and even if you save the file. But when you close the file and reopen it, there is no more problem. You can try with the odt file of the Templates website. *For example* this one: http://templates.libreoffice.org/template-center/resarch-paper-general-swedish-standard I believe I first see that in last 5.1 LibreOffice.
Well, here is how to reproduce this issue : 1. Launch LibreOffice. 2. Open an empty Writer document. 3. Open the navigator panel in the right panel. 4. Close the document, not LibreOffice. 5. Download http://templates.libreoffice.org/template-center/resarch-paper-general-swedish-standard/releases/1.0/reporttemplate.odt and open directly in LO. So it is in read-only mode. If it has been yet loaded in LO previously, click on its pictures in the start panel. 6. Click on Edit document in the yellow zone. 7. Type F11 and the navigator is opening, not Styles and formatting as it should be. 8. Click on the icon of Styles and formatting on the right panel, but the navigator remains in place. Now, I do not know what that I should do to recall the right function of F11, but after some random clicks, F11 works fine. To do : F11 and the click on the Styles icon should always show the styles and formatting right panel.
As Ysabeau says, LO 5.1.5 has also this issue.

Finally, this issue is reproducible with all ODT file in read-only mode but with the LO edit mode before saving.
Tried but didnt work for me, but sounds like an issue of opening a read-only document in a temp folder through your browser.
