No repro for me with LO 5212, but I don't have a separate menu entry called "Toolbar Layout" - where does this come from ?
OK, forget comment 2, the Toolbar Layout menu is only available in master - found it, played with it, CONFIRMING Very slow switching between toolbar modes.

Had some trouble reproducing, but if I open a fresh Calc instance and change from Standard Toolbar to Contextual Groups it takes what feels like 1-3 seconds.
